Someone in an earlier thread had mentioned FlatScrollBar. I couldn't find it in my oldish MSDN, but on www.msdn.microsoft.com I found out it was in C:\WINDOWS\SYSTEM\MSCOMCT2.OCX (probably C:\WINDOWS\SYSTEM32\MSCOMCT2.OCX for NT or 2K). I loaded that into Tools - Options - Controls and I am happy with the results. It handles my two earlier complaints about licensing and blinking thumb and leaves only the minor stylistic complaint that the arrow buttons are too short at high resolutions.
