No. But I guess it depends on what you want to do. You can do just about anything with Fox on any backend, ie. Oracle, SQL Server, Sybase.

VB you would have to introduce ADO. Foxpro has its own data engine.

I am new to VB but have a couple years experience with VFP so I would automatically choose VFP. So I am still biased towards The Fox.
