I show the syntax for FTPOpenFile to be something like:
DECLARE Integer FtpOpenFile IN WinInet ;
Integer nConnect_Handle, String @lpcRemoteFile, Integer nAccessType, ;
Integer nFlags, Integer nContext
Notice that the String is by reference with the @. That could be your problem.
