Put a shape around the controls in the detail band so it just fits around them.
In the shape's properties, check 'Stretch to largest object in group' (or something like that..) The largest item should be the memo field.
Make the shape float.
Group the controls and the shape together.

That should work. You may have to play around with it a little to get it just right, but this has worked for me quite well.
