Break down the job into components needed to develop this. Do you need hardware experts? Cabling/routing [routers] experience? Are remote sites involved? How do they want remote sites integrated [connected] into the system? If it is via a high speed line or ISP, is data security [encryption] an issue? The company should be able to tell you what they have and more detail about what they want to do.

What different software is involved? NT, VFP, VB, etc.? You could probably determine that part. Once you break it down into the components, and assemble initial specs and a plan, present the applicable parts to the company for feedback to see if you are on target with their vision.

After that is fine tuned, then I think you could start looking for team members with specific experience requirements.
