That indicates that the system has never had Active Desktop installed on it at any time; for Win95 systems that have never had IE4 or 4.01 installed on them, the only wayto to reliably add it is to installed IE 4.01 and include the Active Desktop option - ir a later version of IE is already installed, you have no choice but to uninstall the later version of IE, install IE 4.01 ithe Active Desktop, and then reinstall the later version of IE.
Have NetScape or Opera installed does not help. The shell functionality needed cannot be added reliably in another fashion. No, I don't have any alternative to offer. If this is unacceptable, don't use Shell.Application in your app; there's considerable functionality available from it, but there's no reliable alternative.
