Matt,
I don't have the Metaframe BOL on hand but they tell you how to install an application globally. At the CMD propmt, you have to issue a command with a /CHGUSR parameter (or something like that). Then a normal install that registers ActiveX controls (Installbuilder, VFP Setup, VB Wizard) will write its registry entries so that everyone who logs into Terminal server has access to it.
