brilliant approach. It allows for all sizes and is equally fair to the smaller staes as well as the larger ones. In fact it's a direct mirror of the US Congress and that is hugely smart in that each state gets two senators and proportional representation as well.
Do what one of the NE states does [VT, CT, NH?]. The overall vote winner of the State gets 2 electoral votes [Senatorial]. The vote winner in each Congressional District gets its electoral vote [House].
