You have a valid point, but economies of scale on a state-wide level would probably bring the cost down to an acceptable level (hardware-wise). We are talking about pretty dumb terminals here, less'n a card puncher/ballot printer is required.

I don't know at what level the costs come in. Probably it differs from state to state. All I'm saying is the technology exists. For small cities or counties, it wouldn't make much sense. But for a large county - like Palm Beach, which seems to have trouble with this whole process - it could save them a lot of time, money, and the wailing and gnashing of teeth.
