Close, but not quite. It goes to the House if no candidate gets a majority of the electoral college votes. That could mean a tie or a case where three or more candidates split the vote among them.

Some have suggested that it's a majority of the electors present at the meetings in December (held in each state), and others say a majority of electors supposed to be sent from each state. Some say the December meeting does not count as much as getting the result of the state meetings to the House for certification by early January.

And don't forget that if Florida is having trouble certifying electors according to their general election rules, or perhaps if the matter is still tied up in court, Florida law provides for the state legislature to elect a slate of electors for the December meeting. Florida's legislature is majority Republican, so that would probably mean Bush electors at the meeting, unless Gore then got a Federal Judge to prevent it.... and on and on it goes....
