Yes, I believe she could partially do it by delaying due-dates, but just guessing there. Then it would likely go back to counties to handle, and they could go ahead and allow it. Perhaps someone (a Floridian, maybe) can jump in on this. There might be a court order involved, too, depending on whether anyone objected. The major parties could stop any legal actions, I'm sure, if they agreed.
