That's simple enough - place the top an bottom lines in the page header and footer respectively, and run the vertical lines through all intervening bands. Mark the controls to stretch vertically, and use relative positioning for the controls in the band to adjust for resizing. The result may not be what you want - other report tools or Word automation might handle this better.
