I think "group responsibility" would be better replaced by "communal responsibility." That is, I think it is true that Democrats as a whole consider that we, as a community, have a responsibility for the other members of our community. I suspect that most Republicans feel the same way. The difference is in how we define that community. Democrats, on the whole, see the whole country and the political divisions therein as our community. Republicans tend to see non-governmental units as the community. And, as I understand it, Libertarians disagree with the whole notion of communal responsibility - it's every man for himself.

I also disagree with you about the role of personal responsibility to Democrats.
