Exactly what happens - what record does it go to? What value is before and after?

Don't forget about SET EXACT - if you have "60000" in your table and EXACT is ON you'll go to EOF() when you SEEK "60" but you'll get to the record if EXACT is OFF. Please read about SET EXACT and SET NEAR in Help.
