All the advice seems good to me. I do want to add that availability will be a determining factor for building your team. In other words even if you have the money to hire experienced programmers (I assume you would be lead) you may not be able find anyone who is not deadweight. Key is don't promise the customer you can deliver on a certain date before you have the key programmers lined up. They understand the hiring situation so tell em. Is the number 5000 just the programming hours? If so that's two and a half man years+. The customer will want it within a year almost guaranteed so I would think that you should shoot for at least three programmers...maybe four...more than two or three programmers don't work well on a project unless you are careful in dividing up the work...
