Dr Alan Natapoff argues for it in a paper published in the Discover Magazine in 1996. I can no longer find the original, including the math, but here is a summary:

http://www.avagara.com/e_c/reference/00012001.htm

Personally, I am not in love with the EC. One person, one vote, equal power.

It shouldn't make a difference what your address is. But it does.
The problem is that high densiy population centers make it easier (cheaper) to address (propagandize?) large numbers with a minimum effort, cash, etc. It is much easier to exploit (cause, create?) an incident concerning (insert your favorite injustice here) and sway a large number of voters in New York than it is in Clarks, NE. Campaign in New York City and forget Nebraska. (Is that why NE is the only state Bill Clinton hasn't visited?) Promising farmers welfare won't result in as many dependent voters as promising (insert your favorite group here) residents of NY city.

The time is soon approaching when we will use the internet to vote and conduct government business, including both houses of government. The sooner the better. Getting away from this Florida nonsense, and it's tendency to lean toward methods which are ripe for counting fraud.

Palm Beach Denied Hand Recount for
Republican

Can candidates have a manual recount in a close
election in Palm Beach County? Only if you're a
Democrat, apparently.

In a September Republican primary for the
Florida House, Beverly Green of West Palm Beach
was judged the loser by 14 votes, the Fort
Lauderdale Sun Sentinel reported Sept. 8. When
she requested a manual recount, the three-person
county canvassing board unanimously decided to
use a computer.

"It wasn't that close. The manual count is
historically when it's single digits," said
Supervisor of Elections Theresa LePore, who
joined County Commissioner Carol Roberts and
County Judge James Burton on the board, the Sun
Sentinel reported.

These three, of course, are familiar to anyone
following the presidential vote recount in
Democrat-dominated Palm Beach County.

Green, interviewed today on Fox News Channel,
said she was told the board could authorize a
hand recount only if there were evidence of
voter fraud or equipment malfunction.

But that doesn't seem to be the case now in Palm
Beach County, does it?

The automatic recount, by the way, gained Green
one vote, the Sun Sentinel said.

GOP 'Cowards' Deserting Katherine Harris

Even though George W. Bush probably wouldn't
stand a chance of becoming president without the
help he got this week from Florida's Secretary
of State Katherine Harris, apparently the GOP,
including the folks at the Bush campaign, want
nothing to do with her.

"Personally I'm concerned that our party may be
throwing her to the wolves in her time of need,"
said Florida Republican State Senator Tom Lee.

Lee told the New York Post Friday that Harris is
"very frustrated" that Democrats have had free
rein on network TV to spread dirt on her while
her supposed GOP allies stay mum.

"I think it's awful and cowardly that many
Republicans don't come forward and say what a
fine, upstanding woman she is," Lee complained.

"She's in the Democratic crosshairs right now,
and politicians don't want to be associated with
her during this controversy because it could be
used against them in the next election," Lee
added.

Republicans are heading for the tall grass on
the very day Harris is set to certify the
election for Bush - handing the GOP control of
both the executive and legislative branches of
the federal government for the first time in 44
years.

More outrageous still, Gore campaign officials
have begun loudly hinting they intend to
blackmail Harris with an ugly public
investigation unless she drops her plan to
enforce the law.

Late Thursday, NBC's Chip Reid reported that one
Gore operative warned, "If George Bush does get
into office with [Harris'] help, the
investigation into her role in this entire
situation will make Whitewater look like a
picnic."

"So they are already planning for the
possibility that they lose here and this turns
into some kind of massive investigation after
the fact," Reid added.

But despite the fact that Harris has put her
career and her reputation on the line for them,
Republicans remain mute.
