Actually, after you posted this, I did...

I'm not sure what your code is doing wrong, but it leaves a web site that is broken in more ways than one. After running your code, I get a website that I can't start in MMC "The Network request is not supported".

Do you get this as well?

FWIW, my ADSI browser just choked on the line that tries to access the newly created site, so I don't think it will be much help here.
