How to NOTIFY "refresh" data in form once the related data was updated/deleted in other form if i am not using data binding?

e.g.
Employee Form-> employee data with avalable department shown in a combo box to allow user to assign the department of the particular employee.

Department Form-> Department details.

If user delete/update the name of the departments, the department name shown in employee form may not accurate.

How to ask the form to refresh? Check the visibility of form and call a PUBLIC PROCEDURE to refrest by itself?
