Alan,
a) I would get a copy of Partition Magic. While NT/W2K can consolidate NTFS partitions, it can't do it with the system partition.
b) I would definitely convert your C: drive. If the only reason to have it is Win98 to play games, you'll be getting that with the installation of W2K because it supports DirectX. And you will have the added benefit (at least it's a benefit for me) of having secure configurations for everyone. Whereas, Win98 security can be easily bypassed. Your kids will only have access to the games and that's it.
c) It depends on what you want to save. If you have a lot of software for NT, then you might upgrade that. You could then convert your C: drive and use Disk Administrator (or the W2K equivalent) to combine your C: and F: drives. You would then only need to reinstall your games. If you don't have that much in the way of NT software, you can upgrade the Win98 installation and reinstall you NT applications (provided they work with W2K). You would then need to use Partition Magic to combine it with another partition (see a).
