The easiest way to do this is to providing monitoring at the gateway - whoile there may be a 'direct connection' to a frame relay provider, something is acting to route the LAN traffic over the frame relay service. I've used the accounting functionality of Deergate's WinGate Professional product to create ASCII logs that are pulled into an application; the logging facilities are very easily adjusted, and the WinGate product offers great gateway functionality.
