Are you sure it's not a bad index somewhere? I would look at that first, re-build all indexes from scratch. Also, is everything open EXCL, is it possible a record is locked somewhere?

Also, have you tried testing it just by using a loop of:

DO WHILE NOT EOF()?

That will clear the SCAN of any blame if the problem still occurs, or else point the blame to it.
