Having worked as a bailiff in the civil and criminal courts for a few years, I have a fairly good "lay" understanding of how things work. A lot of the nation was flabbergasted by Clinton's parsing of every statement, but that is how lawyers work. What "is" is depends on who said it, where they said it, how they said it, what their body language was, etc. once the lawyers get involved. So, to ask what does it mean that you cannot change the rules, well that is to be determined by the "Supremes."
It would seem that commons sense would dictate whatever system was in place prior to the election, or if a county had adopted a certain practice, that should continue to be used to determine the outcome. We both know that common sense and lawyers don't mix well. Time will tell, I'm thinking the Bushmeister General is gonna be king for the next four though!< G >
