It's been widely reported that the Palm Beach supervisor (the lady who approved the butterfly) had issued a ruling in the early 90's related to their standards for undervotes, which required at least one corner of the chad to be dislodged for it to be counted. Dimples alone were not sufficient. The changes that were made for this election deviated from that prior practice.

That's one example of what is being discussed here about changing the rules to benefit Gore.
