It sounds like you don't have a support/dependency file for Agentctl.dll.
If you have Visual Studio then you have a utility called Depends.Exe (it installs as an optional tool). Open the DLL and check to see what other files it needs to operate. You can also look for a AGENTCTL.DEP file that should have been installed with it. This would have the dependency information as well.
