That's one of the points the Bush people have been making about the lack of standards in state law. Yes, every county election board makes their own rules about how to interpret undervotes, unless a court overrules them. Even in Palm Beach, where the Dems sued to get dimples counted, the judge still left the discretion with the county board by saying they must "consider" them. He didn't force them to count them, although they did relax their standards after that ruling to count more of the dimples.
