Gore has made the offer at least twice to manually recount all the votes in Florida. While I don't necessarily believe the offer was sincere, it was, and is, on the table. If the Republicans don't call his bluff, well, you can't blame Gore for that.

Just to clarify, every ballot has been counted twice, at least be a machine. A machine that it's own manufacturer claims is not as accurate as a human count.
