It is my understanding that Bush is trying to block the manual recount:
Bush, meanwhile, has filed a challenge to Florida's manual recounts which is now before the U.S. Supreme Court. Both sides filed case briefs with the court Tuesday, meeting a 4 p.m. deadline.
