If we were to amend the Constitution to go strictly by the overall popular vote nation-wide, each vote would count the same. If I lived in Florida, a vote for Bush or Gore would be much more valuable.
Main problem with this is that the losing side would be "cherry-picking" counties from ALL OVER the country to be recounted. It will never work.
