1) Mr. Gore & Lieberman state they want 'the rule of law' and 'the will of the people'

2) They lose the election three times at least.

3) The Florida Supreme Court steps in and changes the law ex post facto.

4) Ms. Harris, obeying the nes Supreme Court certifies, duly exercises the responsibilities of her office and certifies a winner.

5) Gore & Lieberman sue in the courts to overturn an election vis court-based fiat.

6) The polls show some 60+% of voters want Mr. Gore to concede.

So, Mr. Gore attempts to circumvent the rule of law and the will of the people. If he really wanted to follow the will of the people he'd conceed. He doesn't, which is why he hasn't.

He wants his own will, not the law nor the will of the people IMO.
