Toolbars don't receive focus, so you can't move it via the keyboard. What I would do is duplicate the toolbar on a menu pad, then you can Alt to it and move around with arrow keys.

Or, instead of a toolbar, use a form with buttons. Or, use HotKey's, or OKL for each button.
