Like Barbara said, I haven't had any problems with users shutting down on their own; in fact, they consider that a "feature."

However, sounds like your case is a bit different, and if you MUST be a control freak <g>, try using VFPCOM. I know you've got a copy of AutoFox--see Chapter 13, "Inter-Office Communication" for more information. [Those of you lurking without the book, search for VFPCOM on the MSDN.] VFPCOM can capture Word's events, and attach VFP code to them.
