That's not an "absolute" travesty as you've stated it - it's only a partial travesty. For you be more correct in your assertion, you need to include "if the voter voted Republican for everyone but president, they assumed intent to vote for Bush regardless." That is unless you, yourself, are being partial - what do you think?
