Err, not quite. MSFT is submitting it to a standards committee, but that doesn't mean you're getting your hands on the source code. :-) It's kind of like how C++ has an ANSI standard, but VC++ is not open source. ISL assembly is documented, too somewhere in the docs for the .NET SDK.
