My mistake, I wasn't clear enough!

You'll have to start the SourceSafe Explorer, not the admin program, but with the "-y" parameter to specify the user you want to log with:

"C:\Program files\Microsoft Visual Studio\Common\VSS\win32\SSEXP.EXE" -yadmin

(Make sure you type the right VSS directory or add the -y parameter to your shortcut)

Then you'll be logged as Admin and can Undo Check Out or Check In.
