There are a couple of ways. First, the API. Ed Rauh has some programming here in the download section that I think does this via one of the WNetAddConnection() functions. Easier, however, is to use the Windows Script Host's WScript.Network object to do this. Ed and I talk about this in our article that in the December issue of the VFUG newsletter.
