I'd ask how the install was built - if it relied on copying files into system directories and possibly registering them, the odds are that the install is insufficient for Win2K; at a minimum, the runtime, Help files, ODBC and ActiveX components need to be installed using something like Setup Wizard, VSI, or some other product that uses the Setup APIs - Win2K doesn't allow you to blind copy filoes into its system directories, and it enforces many of the rules that other OS versions weren't as stringent about, plus the issue of side-by-side component installs, etc.
