(It's often handled as a rebate) after rebates the last 2 CD-Roms were 19.95
What is supposed to have less moving parts? I'm not a CD drive expert, but I would expect CD-ROM, CDR, CD-RW (and DVDs) all to have roughly the same number of moving parts. However, I'd expect speed could play into the MTBF. My experience seems to show that the cheaper drives do have smaller motors...
