i have run into this problem in the past....

i think the .prg file was opened by a text editor like wordpad. Then the text editor placed some information in the header of the '.prg' file that prevents syntax colouring. You probably know the '.prg' files are a special kind of text file.

All I did was create a new blank .prg file; cut and paste the code from the uncoloured program file into the new empty program file. I then renamed the uncoloured program file to something that will eventually get deleted.

Ugly solution ,but it works.
