TCP/IP, to be sure, is fine and preferred with CMN now.
I have my 98SE here now. Here are a few things to check:
1) In your network DUN, do you have Logon to Network checked?
2) In Network/Configuration (in control panel), you have something like CMN, Dialup Adapter, TCP/IP Dialup Adapter, and perhaps a NIC all added?
3) For CMN, make sure you have: Logon to Network, and in the Properties Logon to NT Domain and the correct Domain set. Hopefully, the default TCP/IP settings are all okay, I know there are a great many - my LAN has a guide published to check certain things, but let's look at other more basic things for now.
4) Moving on to control panel System/Device Manager, go to Network Adapters. If you have two listed (dialup and a NIC), make sure you *DISABLE* the NIC (Disable in Hardware Profile is checked). Make sure the same setting is NOT checked for the Dialup Adapter. I think this is what solved my problem, changing these two settings.
Anyway, see if any of these things help.
