The Output window to scroll: you mean have a scollbar that will move he output up and down or just have the output roll up the screen, as it normally does in VFP command mode ? If so, than you can use the SCROLL command to move the output one line up after every &command executed. You may also need to SET TALK WINDOW Outputwindow.
To make on form stay on float on top of others, just set that topmost form's Desktop property to .T., and the other form's To .F.
