I've surfed the web with my PalmIIIe attached to a standard (made for a PC) external US Robotics. It worked but certainly isn't the rich experience you'd expect with a PC or a Pocket PC. Browsing is done via a proxy server which fetches the page and formats it for you. (www.proxiweb.com or www.avantgo.com).
