You're limited to using one of the 4 supported CSLIDs for the application and data; it doesn't allow you to specify an alternative target directory, although you might want to play around with the CreateFolder Table, which you could add in ORCA, and then try assigning that to the Directory table in place of the standard target.

InstallShield Pro with the Windows Installer support does permit this, and it may be available in the updated InstallShield Express 3.0 which includes support for the Windows Installer as well.
