Yep, there's a bug alright. The problem is caused by attempting to make the proper adjustment for daylight savings. I'll have to do some investigating on the appropriate fix. The problem is in the Get_Bias() routine. If you're only interested in the current UTC time, then this routine can be by-passed altogether. It's in there to adjust for any date/time, not just the current.
