FWIW, I'll throw one vote for West Wind's product. The people at PSINet were able to create a compiled help version of the VMP 500+ page manual with very little difficulty. It's slick and relatively easy to use.

I think PowerHelp is a good product (and I'm not just saying that because I know the creator *s*) but AFAIK, it still only creates HLP files. Unless you are supporting Fox 2.6 then I would go with the newer technology.
