Yes, they are a feature, kindof.
They aren't real shortcuts, they are a new shortcut designed for Windows Installer only. As far as I know its just a link to a record or such in windows installer, which checks if the program is installed, and if it isn't it then proceeds to install it.
Correct me if im wrong but I think its for program advertising only, unless there is some other obscure use for them.
