Not necessarily, if you create the .dbc when you need it, and keep it on the temp drive. I've solved the question "so when do you need it?" by re-creating the database with the views when it's older than the .exe, or it doesn't exist. Doesn't hurt, since it contains views only. Plus, being on each user's temp drive, it has no chance of having any network issues.
