You can unzip the XSource.zip located in Tools\XSource directory under your VFP home directory. You will find the source code for the VFP Wizards, including the class library Wizbase.vcx. The license agreement allows you to use the class library in your applications, although you cannot distribute the VFP Wizards themselves.

You can, however, get lots of ideas from studying the code.

Some of the commercial frameworks also probably have Wizard classes. I know that Visual Maxframe Professional does, but I'm not sure about all of the others.
