Sorry, don't mean to brag, but here in Canada they measured up the Electorate and made it real easy for us. One and only one ballot format from sea to shining sea, and only one method to mark it - a pencil (not as fancy as a pushpin through a punchcard, but we're simple folk).
The ballots are black and white, Candidates names and affiliations down the left in heavy dark Arial on a white background, the right column has large white circles on a black background into which you make your mark (can be X, O, - , or a drawing of the family pet). Makes it real easy...
I saw someone from one of the Fla. counties talking about an Optical scanner system that they used which sounded quite good, but it was a bit pricier than punch cards. To me, this whole problem illustrates that the push-pin through a punch card system is an antiquated recipe for disaster that is probably only still around 'cause its cheaper than anything else, and your electorate is getting short-changed by it. Also, why can't your national election have a nationally uniform ballot format? Does it make sense to have each area invent their own novel way to cast an "X"?
