You're right on about AT&T's outages. I've had better luck with their customer service, but more often than I'd like. You gotta think that those customer service costs will at some point get them to fix the outages! They were much better when they were MediaOne (AT&T bought out MediaOne which had been my service provider).
I've heard some nightmares about DSL, though. I think it depends on your location. I know NYC has notoriously awful service, while Boston has excellent service - same company, too! (Bell Atlantic) Go figure.
