Where do you want it to go? It's created at the point the user clicked. The menu builder creates this when building a shortcur menu:
DEFINE POPUP shortcut SHORTCUT RELATIVE FROM MROW(),MCOL()
If you change the FROM MROW(),MCOL(), you can make it display anywhere you want.
